EP raises the stakes for higher ambition on Energy Efficeincy Review
The European Parliament reiterated its call on 23rd June for a 40% energy efficiency target for 2030, in a move which will tap the much needed economic benefits of the energy transition and facilitate climate action in line with the Paris agreement. The Parliament also challenges the Commission’s impact assessment of 2030 target levels, which misses a societal perspective and grossly exaggerates costs of energy efficiency investments.

The Coalition for Energy Savings is the EU umbrella organisation for energy savings bringing together business, professional, local authorities, trade union and civil society organisations.
All strongly believe that the European Union's current and future energy policies need to place a far stronger emphasis on energy efficiency and savings.
Specifically the Coalition for Energy Savings argues that there should be a binding energy efficiency target as part of the European Union's energy and climate policy framework for 2030.

Tapping the EU's huge energy efficiency potential - for sustainable jobs and growth
The European Commission's job, growth and investment package to mobilise €300 billion over the next three years can and should be part of the transition to a prosperous, low-carbon and sustainable future.
Why invest in energy efficiency?
Existing demand: Direct public support schemes for private energy efficiency investment projects, which are in place in most countries at national, regional and local level, are frequently oversubscribed. Demand for this funding exists
Quick: Investment in energy efficiency can be rolled over very quickly, rather than taking many years to access, develop and obtain permits for new investments, as is the case with traditional infrastructure such as new distribution grids.
Effective: Public finance support for energy efficiency has been shown to leverage significant private investment

European Council opts for a meaningless energy efficiency target
EU leaders gathered at the European Council only managed to agree on a minimum level for energy efficiency, set at 27% by 2030.
“One would expect leaders to lead”, said Stefan Scheuer, Secretary-General of the Coalition for Energy Savings. “Instead, they are sending confused messages on energy efficiency. In March energy efficiency was declared the top priority to increase energy security and boost growth. Today the target presented is so low that it is meaningless and would prevent the EU from cutting gas dependency by a third”.

Coalition identifies weaknesses in national implementation of the EU’s Energy Efficiency Directive
An analysis of the Member States’ plans for achieving 1.5% annual end-use energy savings highlights that most countries not only show low ambition but also fail to demonstrate credibly how the mandatory energy savings target will be reached, exposing them to infringement procedures and possible fines.
